CUMBRE LATINOAMERICANA DE ASOCIACIONES DE JUEGOS DE AZAR, PUNTO DE PARTIDA DE CONFEDERACION INTERNACIONAL DE LA INDUSTRIA
El pasado 9 de Junio, en Lima, se llevó a cabo la I Cumbre Latinoamericana de Asociaciones de Juegos de Azar, con la presencia de delegados de asociaciones de Argentina, Ecuador, Colombia, Panamá y los gremios del Perú, que oficiaron como anfitriones del evento.
La organización de CIJUEGO 2011, dio apertura al encuentro con un almuerzo de integración.
Posteriormente, el Ingeniero Manuel San Román Benavente, Director General de Juegos de Casino y Máquinas Tragamonedas del MINCETUR, instaló la cumbre, como máxima autoridad del rubro, expresando a los asistentes su gratitud por vincularse a la iniciativa y trabajar en pro del mejoramiento de la industria en el continente.
Tras una breve presentación de cada una de las asociaciones presentes y la descripción de la situación actual del sector en sus respectivos países, Fernando Calderón, Presidente de SONAJA, Constante Traverso, Presidente de APEJA, José Rodolfo Ospina, Gerente de ASONAIT, María Augusta Díaz, Presidente de ANPASJU, Juan José Tropea, Director Ejecutivo de la CAIJA, Pedro Vivanco, Secretario de la COT, Antonio Alfaro, Presidente de ASAJA, Rocío Albornoz, Directora Ejecutiva de FECOLJUEGOS y Jimena Montoya, Presidente de ACOJA, dieron inicio al encuentro, destacando la importancia de los juegos de azar como una opción de entretenimiento arraigada desde hace siglos en el imaginario colectivo de los pueblos, convertida hoy en motor de desarrollo económico, al generar miles de empleos e importantes tributos a los presupuestos de los Estados.
Asimismo, destacaron su compromiso para: “Promover e impulsar iniciativas legislativas, que permitan desarrollar la industria de juegos de azar , apoyar a todas las organizaciones y organismos gubernamentales en el desarrollo de políticas regulatorias que fortalezcan la actividad, respetando la Constitución, la libertad de empresa, la libre competencia y el derecho de toda persona a decidir cómo disfrutar de su tiempo libre”.
Igualmente expresaron su decisión de apoyar a los operadores que se encuentran en situación de inestabilidad jurídica momentánea, por la ausencia de una regulación adecuada, con el propósito de lograr el respeto de sus derechos y la continuidad de sus operaciones.
Se manifestaron también en el sentido de promover la capacitación de los funcionarios y personal administrativo y operativo con el objeto de profesionalizar la actividad, denunciar el juego clandestino y tomar medidas para promover el juego responsable”.
Como importantes testigos y gestores del encuentro, también participaron de la cumbre, Ricardo Menéndez, Eddie Thornberry y Cristina Sierralta de SONAJA y Joaquín Ortiz de la COT. Finalizando la jornada, se firmó un documento denominado DECLARACIÓN DE LIMA, en la cual, además de los principios generales expuestos anteriormente, se acuerda constituir la Confederación Internacional de Asociaciones de Juegos de Azar, de la cual las asociaciones presentes se hacen miembros fundadores. De la misma manera se designa a SONAJA como Presidente de la cumbre que se verificará nuevamente en Lima, entre el 6 y el 7 de Junio de 2012, otra vez en el marco del III Congreso Internacional del Juego.

LATIN AMERICAN GAMING ASSOCIATION STARTING POINT OF THE INTERNATIONAL CONFEDERATION OF THE INDUSTRY
Last June 9 in Lima, Peru, the I Latin American Gaming Associations Summit took place, with the presence of delegates of the associations from Argentina, Ecuador, Colombia, Panama and the Peruvian gaming associations who acted as hosts of the event.
The organization of CIJUEGO 2011 gave way to the meeting with an integration lunch. Later, Manuel San Roman Benavente, engineer and General Director of MINCETUR, the Ministry of Foreign Trade and Tourism, opened the summit as the maximum authority, expressing his gratitude to the assistants for join to his initiative and work to strengthen the industry in the continent.
After a brief presentation of every one of the associations present and the description of the current situation of the sector in their respective countries, Fernando Calderón, Presidente de SONAJA, Constante Traverso, President of APEJA, José Rodolfo Ospina, Manager of ASONAIT, María Augusta Díaz, President of ANPASJU, Juan José Tropea, Executive Director of CAIJA, Pedro Vivanco, Secretary of the COT, Antonio Alfaro, President of ASAJA, Rocío Albornoz, Executive Director of FECOLJUEGOS and Jimena Montoya, President of ACOJA, opened the summit highlighting the importance of games of chance as an entertainment option rooted for centuries in the collective image of the people. Today it is the source of economical development generating thousands of employments and important taxes for the State budgets.
They also highlighted their compromise to “Promote and impulse legislative initiatives which would allow to develop the gaming industry, support all the governmental organizations and in the development of regulating policies to strengthen the activity, respecting the Constitution, freedom of entrepreneurship, free competence and the right of every person to decide how to enjoy his free time.”
They equally expressed their decision to support operators ho are currently in an unstable juridical situation due to the absence of adequate regulations, with the purpose of achieving their rights and continuity of their operations.
In the sense of promoting training to the officers and administrative personnel, they also declared to report any illegal games and take measures to promote responsible gaming.”
As important witnesses and managers of the event, Eddie Thornberry and Cristina Sierralta from SONAJA and Joaquin Ortiz from COT also participated in the summit. At the end of the event a document was signed known as the LIMA DECLARATION, which besides the general principles stated above, they agreed to constitute the International Confederation of Gaming Associations, of which the present association become founding members. Also, SONAJA is appointed as the President of the Summit to verify once again in Lima, on June 6 and 7, 2012 once again at the III International Gaming Congress.
